QUALIFIED USER
The Qualified User forms the first competence level in the Institute for AI training model. It creates a shared foundation for people who use artificial intelligence in their professional work and want to do so competently, responsibly and transparently.
The training combines foundational AI understanding, responsible application and key legal and organizational requirements for safe AI use.
WHAT IS THE QUALIFIED USER?
The Qualified User is a compact entry qualification for people who use AI in their professional work.
It provides a shared competence foundation on which further learning pathways and specializations can build.
The next appropriate competence level depends on role, responsibility and context of use.
EU AI ACT & AI LITERACY
Much of the EU AI Act now applies, while individual provisions have their own application dates. The AI literacy provisions in Article 4 have applied since 2 February 2025.
Providers and deployers of AI systems must take measures to support AI literacy among their staff and others who operate or use AI systems on their behalf. Knowledge, experience, training and the specific context of use must be considered.
Article 4 does not prescribe a specific certificate or an identical competence level for every role. Organizations therefore need to determine the AI competence required for the relevant tasks, responsibilities, prior experience and AI systems in use.
Institute for AI addresses this organizational responsibility through structured competence development.

The Qualified User combines structured competence development by Institute for AI with independent person certification by Quality Austria Academy in accordance with EN ISO/IEC 17024.
The certification is traceably documented through the certification database and can support governance, compliance and audit contexts.

Article 4 requires providers and deployers of AI systems to take measures to support AI literacy among their staff and others acting on their behalf. Knowledge, experience and context of use must be considered; an identical level or a specific certificate is not prescribed for everyone.
Institute for AI develops and delivers the training. Independent person certification is a separate process.
Independent person certification is provided by Quality Austria Academy in accordance with EN ISO/IEC 17024.
EN ISO/IEC 17024 is an internationally established standard for person certification. Acquired competence is assessed and documented by an external certification body.

Modules build specific knowledge. Qualifications combine learning content into competence levels. Where provided for, competence is independently certified. Qualified User is the first level; further development depends on role, responsibility and objective.
Depending on role and objective, relevant modules may include Introduction to AI, Prompt Design & LLM, EU AI Regulation, Automation & Agents or Strategic Use Case Scouting & Value Mapping. The module library shows their content.
Yes. Qualified User can be integrated into Corporate Learning as a shared starting level. Role-based modules, learning pathways and qualifications can build on it.
